Hi Richard,
Thanks for your post. I'm not sure I'm following the question completely ... so please post back if I haven't interpreted the question correctly. But it sounds as if you're using a Web Form to get information from certain people and you then want to share the rows resulting from those people using the form with to the people who entered in the information.
As long as you're capturing the email addresses of the people who are entering the information, you can do this with the Send Row functionality in Smartsheet. Here's more about how to do that:

If you'd like those people to be able to add additional information to the row, that's also a possibility. To do that, you'd use an Update Request. For more about that, please see this article (which also includes a video demo):

When you are using the drop down feature and you have several options/choices listed, is it possible to select more than 1 option?
