AVG with specifics

I am trying to get the average of a column with a specific range. I keep get an incorrect argument error?

=AVG(COLLECT({2021 Pursuit Surveys Range 3}, {2021 Pursuit Surveys Range 1}, IF(@cell = "February")))

=AVG(COLLECT({2021 Pursuit Surveys Range 3}, {2021 Pursuit Surveys Range 1}, @cell = "February"))
