Create rows based on a Cell content

I'm trying to find a solution for the following example below:

Is there a way to create rows as many of values are recorded in a cell? in this example below you can see what I wanted to obtein. (The list of affected units is loaded from a separete form)

Even better would be to generate child rows

I try to avoid performing this task manually.

I cant think of a way to do this with out of Box functionality. If you own Pivot you could use that and then edit the resulting pivot sheet.

Regarding Pivot Table, I have already several created, I tried already but I do not see very clear how to use pivot table and be consistant in the process. And also need manual edition of the resulting table.

Out of Box just means standard functionality that comes with smartsheet. Do you own datamesh? Witha combination of datamesh and pivot you may be able to do what you need to do but I'd need to see the solution.
