Using Join with Delimeters

Hi, I am trying to join these columns and have a "-" spacer between the columns but I am getting this error and I don't know why my formula would be wrong

I entered

=JOIN(([Job Name]@row:Step@row)"-")

But I am getting an error, anyone has any idea why?
