Simultaneous working on same sheet but on different rows

Does smartsheet save by rows? If 2 or more smartsheet users working on different rows at the same time, how are data saved? Does smartsheet save by rows or by the sheet?

As long as you don't edit the same cells simultaneously, you should be fine.

My team is adding new rows to create a new database. Adding new a row was not a problem - we did not overwrite rows. BUT when we are creating Parent/Child rows, the rows are overwriting each other and moving children around to different Parents. Or making one Parent the Child of another. Can anyone speak to how we can create this database at the same time without overwriting other contributor's Parent/Child rows?
