Conditional Formating : Done/Status based on items below it.

I am using a sheet to tract information being sent by candidates. Is it possible to make the Red Dot in the "Done" Category next to "Candidate Name" Turn Green automatically when all lines associated with it are turned to green/done. 

 

I've been trying to get conditional formatting to work but I can't figure out what the formula should be.

This can not be done with Conditional Formatting.

 

Here is a formula that will do it:

 

=IF(COUNTIF(CHILDREN(), "Green") = COUNT(CHILDREN()), "Green", "Red")
