No, SharePoint is not currently a supported online resource to be able to attach files to Smartsheet from; please see the following Help Article for a list of supported online resources, here: Attach a File or Link From an Online Resource.

Yes, I would love the ability to save attachments from Outlook 365 to a row in Smartsheet sheet.
