Sheet Summary: Fields Locked and no "New Field" option

Good afternoon, we are trying to unlock some sheet summary fields and it won't allow us to and also the "New Field" tab has disappeared. Please help

Cell linking
i have 2 sheets. Cell linking works fine, but when i want to convert to entire column it send me to index, match formula definitions page. All i am trying to do is when a cell in column A is populated in sheet 2, to be pasted to a column A of sheet 1.
Missing Sheet access reports.
None of my admin accounts have the sheet access report option anymore. The garbage reporting tools aside, how are we supposed to figure out who owns what?
