How do I create a formula for the following?

If the checkbox is check and the other checkbox is check [Total Sales]@row * [Payout Rate]@Rowena Cabiles

=IF([Billable Hrs Qualify]@row,1,AND([Total Sales Qualify]@row,1,[Total Sales]@row * [Payout Rate]@row

Try something like this.

=IF(AND([Billable Hrs Qualify]@row = 1, [Total Sales Qualify]@row = 1), [Total Sales]@row * [Payout Rate]@row
