Drop down in one cell not a whole role

Hi

I'm looking to have the top section of a sheet to hold information for a whole project with the line detail under.

Like in excel is there away just to have a drop downs for cells not whole rows?

Cell properties such as text/number, dropdown, date, etc. are limited to entire columns. Are you able to manually enter data to provide a screenshot of what you are wanting to accomplish?
