Can I force the location to "Save In" when using a template?

Unfortunately not. You also cannot set a "default" location. The default is always set to the current location of the template.

Most of my users are not SmartSheet savvy and I'm afraid of confusing them by asking them to save the files somewhere else and then not being able to find them later.

If they save it to the same location, the template my get buried in the saved files

Since I cant create a link to the template itself (only the workspace), I my find myself in an enablement nightmare

As long as they are renaming, you could have the template name start with a 1. Then you can sort by name and the template should be at the top the list.
