Conditional Formatting is not working

I am currently trying to use CF. 'If Open/Closed is "Open" then apply this format to the Entire row'. It is only a single selected Dropdown being used for this rule

What is the issue you are running into? Are you able to provide screenshots of the format builder as well as a screenshot where it lists out all of your conditional formatting rules?
