Does the basic resource allocation look at all projects where Resource Allocation is enabled across all workspaces?

Yes, exactly. As long as Resource Management is Enabled in your Project Settings, then that sheet will then be included in your Resource Views and you can see the % Allocation for that person. See: Enable Resource Management 

You can also create your own custom Resource View and filter by User, by Project, or by Groups. See: Gain Insight into Resource Allocation with Project Resource View
