Partial Days Dependencies Disabled
We have combined a progress tracking system with a simplified scheduling formula to allow us to run multiple scenarios quickly in SmartSheet. To do this we needed unenabled dependencies from our project.
Now we need to have start dates take into account partial days but cannot.

Instead of using Days for your Duration, you can use Hours, or even partial days (using 2.5d as the duration, etc). See: Work with Duration and Predecessors. Is this what you are looking to do?
If I have misunderstood your question, it would be helpful to see a screen capture of your current sheet set-up, as well as a screen capture of how you would like it to appear (but please block out sensitive data).
