Login for collaborators

I want to create a form for my employees to use to record their daily time. But I want them to be able to "Log In" to access the form and restrict it to only people I choose. Can a "collaborator" have a log in and not be considered a paid user?

You can't restrict the form to specific people if they have access to the link, but you can add the free collaborators to your account, so they would need to be logged in.
