Can someone transfer ownership to themselves without my permission?

Recently I discovered several sheets I owned, I no longer have access to. I requested access and now another person in my organization owns the sheets. I had the person look at the activity log and it shows that the person transferred ownership to themselves. The person has no clue how that happened and does not even know how to transfer ownership of sheets.

What probably happened is that the person moved the sheets to their sheets section, and by doing so, they automatically become the owner of the sheets.

So someone can just transfer ownership of sheets I own with out my permission? This seems like it should not be an allowable feature as I no longer have access to the sheets or data.

It would only work if the person were shared as an admin to the Workspace.
