How to allow a use to update several (a hundred?) rows

Anyone have ideas about how to accommodate larger scale updates of a set of rows in a sheet, or creation of new rows in a sheet? The process needs to be tightly controlled, but the users will be more familiar with Excel or an equivalent spreadsheet.

    The best option depends on if they have access to the sheet data or not.

    Andree, a report is a possible solution, except for the adding of new rows. (I also have issues with the filtering functionality of "Current User" which should be useful for restricting the range of rows a given person sees. )

    WorkApps isn't on the table yet as an option.

    DynamicView seems the best choice, although I don't know if it allows row creation either. (And, the company hasn't made that investment yet!)
