Publish Report - Avail to all disabled?

Does anyone know why the "available to anyone with link" option is disabled when trying to publish a report and create a link? Would one of the other 2 options work?

Is it possible the System Admin for your organization has disabled this option for Security purposes? (See: Manage Global Account Settings, under "Publish Settings")

The other two options will allow you to share the links either to users shared to the Report or within your Organization/Smartsheet Plan.
