Form Submissions Populated in Parent Rows

I have a user who is wanting to have form submissions populate as children underneath parent rows based on urgency values. Is this possible?

Form submissions will come in as individual, new rows in a sheet, either at the very bottom of your content or as the very top of your sheet. There currently isn't a way to auto-sort the new submission to appear under a specific Parent row in a hierarchy. Please let the Product team know about your request by filling in this form, here!

An alternative would be to set up a Report that uses the GROUPING feature to create a sort of Parent row. Then as long as the newly submitted row has the correct value in a cell to group it properly, it will automatically appear under that Group. Would this work instead?
