Thank you for your post! Upon reviewing your screenshot, it looks like you're trying to download the Smartsheet connector via the Jira App marketplace. Smartsheet connector is a website & will need to be purchased through our Sales team to have that enabled.

Once you’ve purchased Smartsheet for Jira, you’ll use the following URL to log in and configure the Connector: https://connectors.smartsheet.com/c/jira
