Blank cells in column to return another column value

If the cell in {WIP%} column is not blank then return the value of {Tippa Total Value} Column. Were have I gone wrong
=SUMIFS({Tippa Total Value},{WIP%},ISBLANK(@cell))))

You have written a formula to sum values if the value is blank. I think a NOT function will fix this. Something like:
=SUMIFS({Tippa Total Value},{WIP%},NOT(ISBLANK(@cell)))))
