Do you have to be a licensed user to be given commenter permissions?
I have noticed that only licensed users have the option to be commenters on sheets. Is this a built in feature?

Hi Eric, according to the linked article below, if the user permission on the sheet is set to anything other than "Viewer", the user will be able to add a comment to the shared sheet. They do not need to be a licensed user.
