Automating a push notification based on a cell value

I have an automation process where I need to push a notification based on a specific time value within a cell.

So the data's coming in from a form with the date and the hour a phone call needs to be made. I.E 14:00.

When 14:00 rolls around I want to push a notification to someone listed in a contact cell.

Any ideas on how I can do this?

Smartsheet does not currently have Time functionality or columns in the sheet. However there is the ability to set Time and Date based automations on the hour. See: Create a Time-Based Automated Workflow

You would need to create one Workflow per hour that could be selected.
