With the new addition in reports of "Summary" why will the widget for charts not allow us to select this "Summary" to chart?.

You will need to have both Grouping and Summary applied on your Report, then it will be able to select the first level of Grouping and Summary! See this announcement post in the Community, here: New! Create a chart from reports with grouping and summary
