What Does This Formula Do?

Does anyone know what the below formula does?

=[Project Manager]#

This is set as a column formula in the "Project Manager" column and I believe it is filling in the assigned Project Manager contact, but I cannot figure out how it works. It is used to send alerts to the PM, and I need to duplicate the functionality for an additional contact. This sheet is part of a Control Center toolkit.
