Double check my formula

This formula turns the Harvey Ball gray even when there is a blank child. What am I missing?

=IF(COUNTIF(CHILDREN(), "Red") > 0, "Red", IF(COUNTIF(CHILDREN(), "Yellow") > 0, "Yellow", IF(COUNTIF(CHILDREN(), "Green") > 0, "Green", IF(COUNTIF(CHILDREN(), "Update") >= 1, "Update", IF(COUNTIF(CHILDREN(), "Gray") = COUNT(CHILDREN()), "Gray", "TBD")))))

If the children are blank, the count of children is 0

=COUNT(CHILDREN())

So if the count if children in your formula is 0, and you have 0 gray, then your formula will say they are gray.
