Masking/Restricting Access to Specific Rows

I have a sheet that multiple managers have access to; however, it contains specific human resource/labor relations information across several departments. We were wondering if there is a way to restrict certain users from seeing rows (and/or columns) that don't pertain to them or that we deem "private". Is that possible?

The only way to achieve this would be to use DynamicView - Smartsheet Dynamic View | Smartsheet.

It is built specifically for this purpose. It allows you to show only the rows and columns applicable to a certain user.
