Locking Rows and Columns

If I lock rows or columns in a sheet, will this also lock the rows or columns in the report that is associated with this sheet?

So tht means a Commenter would not be able to make any changes or updates to the Report if the Sheet Row is locked, is this correct?

If I block a row, why still the dates are moving?

Are the dates dependent on other sheets or rows? Are they linked from another sheet? Do those rows have dependencies that set the dates based on the items indented under them? I can think of several reasons why a locked row might shift dates. Do you have a screenshot with some sample data that might help us get to the bottom of it? Please black out any sensitive information.
