When declining a workflow on smartsheet can you add a comment?

When declining a workflow on smartsheet via the email notification, is there an area you can add comments so you can explain to the person submitting the form why its been declined?

Yes, if you include the A Comment field, they can add/read comments, but they need to add it before they Accept/Decline.
