Can a only "viewer" fill out a Form made that will edit the smartsheet? But won't be able to mess with the data collected?

Yes! You can send a form link to anyone, including users who aren't shared to the sheet at all. This means you can have them fill out the form to create new rows without giving them access to the underlying sheet (or View Only access). See: Collect Information with a Form
