Can I limit the "edit access" to rows assigned to them only?

I would like to send a tracker to all "assigned to" members but they should edit only those rows where their name is presented in the "assigned to" column.

This is not available functionality within core Smartsheet, but you can do this using the Dynamic View add-on.
