How to get the form populate at the top but under the first line that is a running total?

I am tracking information from form and want the new forms to populate at the top of the sheet. I also want to see the running total at the top. When a new form is submitted, it populates above the running total line at the top. How do I get the form to populate at at the top but under the running total?

Unfortunately, as far as I know, it's not possible now, but it's an excellent idea!
