Smartsheet permission error code 1100
Some of our users are getting this as an error message when trying to fill in a form, but others are not. What does this mean?

This error (1100) can sometimes refer to attachments within a comment, however since there isn't a comment field in a form I'm not certain why it would appear for your users.
I would recommend contacting Smartsheet Support so they can work with you in a private channel to identify the source of this error. It will be helpful for them to see screen captures of the error message, some of the email addresses that are unable to submit the form, the URL to the form (and screen capture), and the source sheet as well.
