Can people on who are given access to Work apps add attachments and Comments?

I have a vetting database where files and application forms are filed. at the moment only I (owner of the sheet) can attach documents and comments. Is it possible on work apps to give someone access and they can attach documents and comments too?

Yes, you can give them Editor permission, and they will be able to add attachments and comments.

Thank you for your reply - i have made them editors but when i go onto preview it doesnt give me the access to attach documents?
