I would like to see the best way to use Smartsheet to notify my management and staff of the up coming schedule.

You can create reminders for them based off of dates: https://help.smartsheet.com/articles/542913-using-reminders

Otherwise, you can create notification rules based off of changes made to the sheet: https://help.smartsheet.com/articles/542904-using-notifications
