Giving a value to a certain range

Hello,

I have an idea, but I can't figure it out how to approach it correctly. I want my cell range from 1 row to $180 have an automatic number '1' and from 181 to $350 to have a number '2'. Then, for example, if I move the 52th row to somewhere to 200th, I want it to become '2' instead of '1' automatically. Is it possible somehow? Can't find a formula that would help me. Thank you!

    Thank you for your reply and yes, of course I can describe.

    So I have this group of people who work in two different locations. I want to call these locations '1' and '2'. So if I put a new person to a range from 1 to 180, I want to '1' appear next to his name column and if I decide one day to drag him down to below row 180, I want it to change from '1' to '2' then. Right now, (see screenshot attached) I have 'Bay' (which is the location where they work) typed manually and what I want to do is that row to change to value '2' if it gets below 180th row or stay '1' if it's in 1:$180 range.
