Should VLookup Still Work On Referenced Sheet With Row Archive Active?

Formula works for a few days then starts kicking out.
=IF([Tool Number]@row = "", "", VLOOKUP([Tool Number]@row, {Schedule Range 1}, 3, 0))
Currently have to update the references every day or so.

The referenced range {Schedule Range 1} should be a fixed range, no change by the time. You may consider range of column without absolute value in row.
If you can post the screenshot of {Schedule Range 1} then we can check it out.
