% shown in table, dont match the graphs.

I have a table with what has been delivered as of date and %tage complete is 16%, however when I plot this in a graph it gives me 14% and not 16%

Data is : 152 delivered out of 959= 16%

The graph shows 14%

Kindly advise how can these two match.

Can you check and let me know what numbers are shown when you hover the mouse over the chart where it shows 14% and 86%?
