Replicate Excel Indirect() Function for Dependent Single Select Drop-downs in SmartSheet - Possible?

New user here ... about 2 weeks in ...

Wondering if anyone knows if it is possible to replicate the Excel Indirect() function in dropdown fields where once cell's drop down list is dependent upon another cell's drop down list selection.

Example: Column 1 is "Department", Column 2 is "Branch" -- the drop down list for Branch is dependent upon the drop down selection in Department. So, if you selected Accounting for Department you might see Financial Planning, Accounts Payable, Accounts Receiveable, etc.) to select from in Branch. However, if you select Sales for Department you might see Inside Sales, Outside Sales, Customer Care, etc. to select from in Branch.

Excel example attached.

Smartsheets does not support dynamic lists/dropdowns so not sure if this can be achieved. Also the concept of Name Manager does not exists in Smartsheets so yet another shortcoming to implement this.
