Conditional Formatting on Sheet does not transfer over to report
Basically I have a sheet with data. A row that highlights yellow on a particular condition. This same row does not show 'yellow' in report.

Do you have Conditional Formatting set up or do you have Highlight Changes on your sheet? Highlight Changes is specific to the sheet you're looking at, whereas Conditional Formatting should pull through to the Report.
Could you post a screen capture of your Conditional Formatting rules? I'd like to test out the same format to see if we can identify the cause.

It's conditional formatting. The 'yellow' highlighted row does not pull through to a report.

I'm glad to hear that the formatting has pulled through for you, now!
In regards to filters, Sheet Filters are specific to just the Sheet. If you want to apply a filter in a Report, you'll need to create that filter from the top bar menu in the Report itself, see: Create Filter Criteria to Control Data in Report Builder

I am having this issue. Yesterday, conditional formatting was translating to reports that I made, now the conditional formatting is not translating to the reports. They are highlighted in the sheet, but not in the reports. I am using conditional formatting, not highlight changes.

I got it... operator error lol!
Embarrassingly enough, what i had formatted, wasn't checked on what i wanted to display on the report!
