Non-User query for specific data

We have a smartsheet that tracks the different self-study courses and times for non-users. Is there a way we can have users query the sheet or access the sheet in some other manner and only see their data?

What are the users querying if the sheet is tracking information for non-users? I don't understand how the users are querying the sheet to see their data, if the data in the sheet is non-users' data.

Can you define users and non-users?

Generally, in order for someone to see data, the entire sheet needs to be shared to them. Even if you create a report with a Current User filter, the sheet must be shared to the people. They way around this is with the premium app, Dynamic View.
