Permission to Delete Attachments

Hi - I reviewed this permission page: https://help.smartsheet.com/sharing-permission-levels

It does not indicate what level has rights to delete attachments.

Is there a level that allows adding attachments but not deleting?

There is not a level that allows you to attach an item but does not allow you to delete it. Depending on your exact needs, you could set a user as view only permissions and have an update request sent to them which would allow them to add an attachment to the row but would not allow them to do anything else with the sheet.
