Use % figures in a stacked bar chart

I am trying to use % figures on a stacked bar chart in a dashboard and for some reason the data I am selecting does not allow me to create this in a stacked bar chart, it only publishes numbers. In addition I cannot use the Pie or Donut option. I have 9 categories (Department names) for the horizontal axis and 7 categories for the vertical axis (Status). I can display actual numbers in the chart but not % figures. Anybody any idea why this is?

You would need to convert the numbers into a percentage of the whole and then graph those.
