No, currently the publish feature from a Smartsheet sheet is one-way, where the Smartsheet dates can be shown in your external calendar, but changes to those dates from the external calendar will not update your sheet (see: Publish a Smartsheet Calendar to iCal)

You may be able to achieve this by using a third party application, such as Zapier.
