Tally items based on unchecked criteria

Hi Community.

I have a column tracking action items. Those items can be approved in a different column by checking a box. I want to count the number of action items that have NOT yet been approved, and I am having issues with the formula. Help?

At first I tried =COUNTIF(Approval:Approval, =0) but that wanted to count rows on the sheet which weren't even started yet. So I went with this:

Formula:

=COUNTIFS(Project:Project, NOT(ISBLANK(@cell)), Approval:Approval, =0)
