Are special perms needed to Export to PDF just a selected portion of a sheet? Selected is disabled (tried with different sheets with same behavior)

It looks like you are selecting a group of cells and not entire rows. You have to select entire rows.

Another way could be to create a Report and filter out what you want to print.
