    Try putting quotes around "Complete".

    To add on to Paul's correct answer (text in formulas needs to be wrapped in quotes), it looks like your formula is searching for specific values that you already have typed into your metric sheet.

    You can reference the cells to the left of your formula instead of typing in something manually. For example:

    =COUNTIF({Project Plan Range 3}, [Column Name]@row)

    The [Column Name]@row would be the cell where your word "Complete" is found. Then you can simply drag that formula down and it will automatically reference "In Progress" and "Not Started" without you needing to create three formulas.
