Permission level to access Forms

Hello,

I had a question on what permission levels are able to access the list of forms on a sheet from the "Manage Forms..." dropdown in the Forms tab.

I hope you're well and safe!

If I'm not mistaken, everyone can view the form links, but they can't open and edit them.
