Collect with criteria across multiple sheets

I have a function, created by contractor, that I'm confused about.

Basically it's just a collect, but the criteria is referencing multiple sheets.

Is this a valid practice?

Also, for some reason it's returning Incorrect Argument Set, even with the IFERROR.

    Thanks' Andree, but I'm really not in a position to share the sheet.

    I'm noticing that the criteria referencing the Summary sheet works, but it appears that the criteria referencing the intake sheet is being ignored.

    I believe all 'references' should be referencing the same sheet where the data is being retrieved. Is this an accurate statement?
