Is there a way around non licence holders being able to access Resource View, I have had a call with Pro Support and they have said not

There is a legacy resource management view you can select in the sheet settings to use without the premium resource management.

You can also build a sheet to have users manually enter their allocation for each project or activity.

Can you tell me where I view the sheet settings please as I cannot see that function?

If you right-click on a Column Name, you'll see get the dialog below with the option, Edit Project Settings...
